Announced on July 3, the Alberta government, together with Indigenous and industry partners, submitted its application for the BC-Alberta West Coast Pipeline to the Major Projects Office. ACA welcomes the proposal, a $35.2 to $43.7 billion project that will create major opportunities for Alberta’s construction industry by driving demand for engineering, fabrication, concrete, transportation, and other critical services throughout the project lifecycle.
ACA Executive Director Warren Singh spoke to ConstructConnect, giving further insight into ACA’s position and steps needed to support growth and stability for Alberta’s construction industry.
Singh stated that the project has potential to benefit thousands of construction employers and workers who help build major export infrastructure and that early market sounding, realistic scheduling, and transparent procurement practices help contractors plan labour, equipment and capital investments well in advance. He also emphasized that the opportunity extends well beyond pipe installation, creating demand for earthworks, utilities, buildings, camps, environmental services and ongoing operations infrastructure,
Despite the positive announcement, workforce priorities remain a key focus to ensuring projects like these can be delivered efficiently. Developing solutions to attract and retain a talented construction workforce must remain a priority, supported by continued government engagement with industry. Singh cautioned that workforce availability is the largest long term constraint and reinforced the need for sustained investment in training, attraction and retention.
Looking ahead, ACA remains optimistic. Projects like this represent an opportunity for thousands of construction employers and workers to help bring the pipeline to life. ACA will continue advocating for strong government collaboration with industry, addressing workforce constraints and supporting clear, consistent investment in innovative workforce training programs. ACA will also monitor regulatory clarity, procurement transparency and coordinated engagement processes to ensure contractors have the certainty required to plan and compete for this work.
