Infrastructure Investment

ACA Infrastructure Investment

ACA believes sustained, predictable investment in public infrastructure is essential to Alberta’s quality of life and long-term economic strength.

Modern utilities make it easier to produce and move goods, support jobs and profits, and return value to the province through taxes and productivity.

Capital Plan

The Alberta Construction Association believes capital spending should be managed within at least a rolling three-year envelope, aligned with government business plans.

ACA supports capital planning that is:

  • Consistent and multi-year
    • Managed within a rolling, multi-year envelope so industry can forecast work, bid accurately, and retain skilled workers.
  • Growth-focused
    • Investing in new infrastructure to meet population and economic growth, not just today’s backlog.
  • Balanced with renewal
    • Funding capital maintenance and renewal so existing assets remain safe, efficient, and cost-effective over their full lifecycle.
  • Strategic
    • Prioritizing economic corridors, community infrastructure, and energy-efficient projects that attract investment and improve productivity across the province.

Major Projects

Alberta currently has over 900 major projects (>$5 million) proposed or underway, representing more than $160 billion in construction value. These include:

  • Large industrial and energy projects such as Pathways Alliance Carbon Capture and Dow Fort Saskatchewan Path2Zero

  • Technology and innovation projects like the Beacon Hills AI Hub

  • Significant institutional and defence investments, including CFB Suffield Defence Research Centre Lab, Cold Lake Military Fighter Squadron Facility and new research and manufacturing expansions across the province.

  • Other projects include; Stampede Station Hotel + Residences and Hinton Pulp Mill Expansion.

With major healthcare, education, and community projects, this pipeline underpins jobs, training opportunities, and long-term productivity. ACA’s role is to champion the stable infrastructure investment, fair procurement, and collaborative planning needed to deliver these projects safely, efficiently, and to the benefit of all Albertans.
